While not quite the fastest commercially available e-bike in the world as some have suggested (as far as we can tell, that claim belongs to a DIY kit out of Taiwan by a company called Cyclone), the Specialized Turbo is still a speedy little beast. In fact, it's fast enough to find itself on the wrong side of the law both here in the US and across most of Europe. The 250 W rear hub motor is powerful enough to get this guy up to about 28 MPH, or 8 MPH over the legal limit here in America. It's the other features, though, that make this guy particularly interesting. The frame has integrated LED head and tail lights, regenerative breaking and the 342 Wh battery can be juiced in just two hours from an outlet. There's even a backlit display that lets you monitor charge and assistance level, as well as standard bike computer stats like speed, distance and time. Oh, and it even supports ANT+ for wirelessly connecting with your existing accessories. The Specialized Turbo is expected to land in some European nations in May for €5,499. How to improve cyber-security in the US.....

1. Eliminate the contractors like Lockheed Martin and Northrup Grumman. They are the biggest problem and they are the ones sucking up huge amounts of money to not do their work and they refuse to adhere to the protocols and guidelines they helped create. Every single investigation over the past decade has concluded this and nothing has ever been done about it. Where I live, just outside of DC, we've had over 1 billion dollars in contractor fraud relating to the cyber infrastructure, specifically networking and security management over the last year alone.

2. Consolidate the infrastructure. There is too much spread out all over the place under the auspices of too many different agencies and groups. Stuff needs to be locked down and there is no reason at all that it can't be done all in one place. Hundreds of millions of dollars has been wasted on networked infrastructure and data centers for individual agencies, often at significant overpaid expense such as what DHS did to the tune of many wasted millions per year on an overpriced agreement with another agency that owned the space.

3. Remove the civilian Internet from the equation. You don't stick your weenie in a disease infested orifice and you don't keep your cash in a drawer by the front door of your home. The government can easily make their own private secure networks for specific uses, for very little money, yet they insist on continuing to use the Internet as the core of their whole infrastructure. We know for a fact that the very halls of power in DC are being used to run torrents, download child pornography, and a host of other illegal activities that compromise the security of government networks but nothing is ever done about it at the expense of taxpayers.

4. Invest in some REAL training for Americans and hire them. Iran, that most huggable of huggable nations, has a state of the art Cisco network engineering training program that makes what we have here look like a Special Education program for brain damaged toddlers. Many other ME and Asian countries have similar operations and send their trainees over here to get those jobs that require a security clearance with these SMB contractors that get the government jobs. They even sell fake Cisco hardware to the government through the acquisition process to go along with their workers.

5. Kill the aging hardware and software. XP is still widely in use as are older systems that have a high cost to maintain and those systems are not at all up to date with system patches or security fixes, making it easy to compromise things.

ADHD is over-diagnosed, experts say

ScienceDaily (Mar. 30, 2012) ? What experts and the public have already long suspected is now supported by representative data collected by researchers at Ruhr-Universit?t Bochum (RUB) and University of Basel: ADHD, attention deficit hyperactivity disorder, is over-diagnosed. The study showed that child and adolescent psychotherapists and psychiatrists tend to give a diagnosis based on heuristics, unclear rules of thumb, rather than adhering to recognized diagnostic criteria. Boys in particular are substantially more often misdiagnosed compared to girls.

These are the most important results of a study conducted by Prof. Dr. Silvia Schneider and Prof. Dr. J?rgen Margraf (both from RUB) and Dr. Katrin Bruchm?ller (University of Basel) as reported in the periodical Journal of Consulting and Clinical Psychology.

The researchers surveyed altogether 1,000 child and adolescent psychotherapists and psychiatrists across Germany. 473 participated in the study. They received one of four available case vignettes, and were asked to give a diagnoses and a recommendation for therapy. In three out of the four case vignettes, the described symptoms and circumstances did not fulfil ADHD criteria. Only one of the cases fulfilled ADHD criteria based strictly on the valid diagnostic criteria. In addition, the gender of the child was included as a variable resulting in eight different case vignettes. As the result, when comparing two identical cases with a different gender, the difference was clear: Leon has ADHD, Lea doesn't.

Male and conspicuous: the "prototype" makes the difference

Many child and adolescent psychotherapists and psychiatrists seem to proceed heuristically and base their decisions on prototypical symptoms. The prototype is male and shows symptoms such as motoric restlessness, lack of concentration and impulsiveness. In connection with the gender of the patient, these symptoms lead to different diagnoses. A boy with such symptoms, even he does not fulfil the complete set of diagnostic criteria, will receive a diagnosis for ADHD, whereas a girl will not. Also the therapist's gender plays a role in the diagnostic: male therapists give substantially more frequently a diagnosis for ADHD than their female counterparts.

Diagnostic inflation, more medication, higher daily doses

In the past decades the diagnoses ADHD have become almost inflationary. Between 1989 and 2001, the number of diagnoses in German clinical practise increased by 381 percent. The costs for ADHD medication, such as for the performance-enhancer Methylphenidate, have grown 9 times between 1993 and 2003. The German health insurance company, Techniker, reports an increase of 30 percent in Methylphenidate prescriptions for its clients between the ages of 6 and 18. Similarly, the daily dosage has increased by 10 percent on average.

Remarkable lack of research

Considering these statistics, there is a remarkable lack of research in the diagnostic of ADHD. "In spite of the strong public interest, only very few empirical studies have addressed this issue," Prof. Schneider and Dr. Bruchm?ller point out. While in the 70s and 80s a "certain upswing" of studies on the frequency and reasons for misdiagnoses could be observed, current research hardly examines the phenomena. The current study shows that in order to avoid a misdiagnosis of ADHD and premature treatment, it is crucial for therapists not to rely on their intuition, instead to strictly adhere to defined, established diagnostic criteria. This is best possible with the help of standardized diagnostic instruments, such as diagnostic interviews.

Measurements taken by a team including National Institute of Standards and Technology (NIST) scientists show that a newly created material has the ability to separate closely related components of natural gas from one another, a task that currently demands a good deal of energy to accomplish. The results, published March 30, 2012, in the journal Science, might improve the efficiency of the distillation process.

The material is a new type of metal-organic framework (MOF), a class of materials whose high surface area and tunable properties make them promising for applications as varied as gas storage, catalysis and drug delivery. This particular iron-based MOF, which the research team refers to as Fe-MOF-74, was built in the lab of Jeffrey Long, a professor of chemistry at the University of California Berkeley, and analyzed by the team at NIST and the Australian Nuclear Science and Technology Organization's Bragg Institute.

Natural gas taken straight from the ground consists of a complex mixture of molecules called hydrocarbons, only some of which are needed for use in any specific product such as fuel or plastic. Separating the lighter types of hydrocarbon from one another-propane and ethylene, for example-is difficult because their weights are so similar. Currently, the most effective separation method involves chilling light hydrocarbons down to the point where they all liquefy, sometimes as low as 100 degrees below zero Celsius, and waiting until the heavier liquids settle below the lighter ones.

"A good percentage of the energy needed for separation goes to the cooling process," says Wendy Queen, a postdoctoral fellow at the NIST Center for Neutron Research. "A material that can selectively adsorb light hydrocarbons could offer significant energy savings, making separation more economical."

Through a microscope, Fe-MOF-74 looks like a collection of narrow tubes packed together like drinking straws in a box. Each tube is made of organic materials and six long strips of iron, which run lengthwise along the tube. The team's analysis shows that different light hydrocarbons have varied levels of attraction to the tubes' iron, a finding that can be exploited for separation. By passing a mixed-hydrocarbon gas through a series of filters made of the tubes, the hydrocarbon with the strongest affinity can be removed in the first filter layer, the next strongest in the second layer, and so forth.

"It works well at 45 degrees Celsius, which is closer to the temperature of hydrocarbons at some points in the distillation process," Queen says. "The upshot is that if we can bring the MOF to market as a filtration device, the energy-intensive cooling step potentially can be eliminated. We are now trying out metals other than iron in the MOF in case we can find one that works even better."

A chromosomal abnormality in children with a deadly form of brain cancer is linked with a poorer chance of survival, clinician scientists at The University of Nottingham have discovered.

The study led by experts at Nottingham's Children's Brain Tumour Research Centre as part of a European collaboration could potentially lead to a new diagnostic test to allow doctors to identify youngsters who are at the highest risk associated with an ependymoma tumour and may need aggressive life-saving treatments.

The research could also help them to decide which children with the tumour have a better prognosis and would benefit from less intensive therapies, reducing their exposure to a range of side effects which can cause permanent disabilities, having a debilitating impact on them for the rest of their lives.

The study, published in the April 1 edition of the journal Clinical Cancer Research, focused on looking at abnormal copies of chromosomes in the cells of ependymoma tumours and aimed to establish whether it was associated with a worse outlook for children suffering from the disease.

The research, led by Professor Richard Grundy and Dr John-Paul Kilday, found that increased copies of a specific region of a chromosome called 1q25 were associated with around 20 per cent of the 147 tumours they tested from European children with ependymoma and that it was associated with a worse outcome in younger children treated with surgery and chemotherapy.

In addition, when combining the results for 1q25 copy gain with how much tumour was removed at the time of surgery, the scientists could accurately place the children into three risk groups high, intermediate and standard.

Dr Kilday said: "This study is the first to assess copy number gain like this in groups of children with ependymoma who have been treated in a similar way and is an important step forward in being able to predict the future for children with these brain tumours"

"We are now hoping that these findings are reproduced in other studies currently underway in other countries, including the USA" added Professor Grundy, "If their results match ours, then the presence of 1q25 copy gain in childhood ependymoma could be introduced into future international treatment planning as a new marker of poor outcome which will in turn define treatment. We would intend that this should be something each patient's tumour is tested for at the time of diagnosis."

Ependymomas are brain tumours that can occur at any age but are more common in children. Despite improvements in therapy over recent years, the prognosis for children with this cancer remains poor 40 per cent of affected children still die.

One of the reasons that survival for childhood ependymomas has not improved is that, until now, doctors have not been able to accurately predict which tumours will behave more or less aggressively than others. Factors that have helped the ability to predict outcomes in other cancers, such as patient sex, age, how much of the tumour is removed and how aggressive the tumour appears under the microscope, have not been found to be consistently reliable in previous studies.

In normal humans, the cells which make up our body tissue contain chromosomes made up of DNA and proteins the building blocks of life. Normally, our cells have two copies of 23 chromosomes (numbered 1 to 22) plus two sex chromosomes, making a total of 46 chromosomes. Each chromosome has two arms a short arm called the p arm and a long arm called the q arm.

In tumour cells the number of chromosomes can vary significantly from the normal cell numbers and in ependymoma a frequent finding from biological studies is increased copies of chromosome number 1, specifically increased numbers of the long arm of chromosome 1. This abnormality is termed 1q copy number gain.

For the Nottingham-led study, the scientists assessed the results from 147 brain ependymomas in young UK and French children who received tumour surgery followed by chemotherapy and older European children who received tumour surgery followed by radiotherapy.

Copy number gain of 1q in the ependymoma cells from each of the 147 patients was assessed using a technique called fluorescence in situ hybridisation (FISH) in which pieces of DNA called probes are made in the lab containing a fluorescent dye. This enables the tumour cells to be seen down a fluorescent microscope. In the Nottingham project, the scientists used a green probe that bound to a region within chromosome 1q of the tumour cells, called 1q25.

The team then linked which of the ependymomas had increased copies of the 1q25 probe in their cells to corresponding patient data to work out whether increased copy number gain was associated with a worse survival rate.

US trade upgrade may worsen relations with Russia

(AP) ? The Obama administration wants Congress to remove Soviet-era trade restrictions that have been a sore point in U.S.-Russia relations for decades. But the conditions lawmakers are demanding to make the change may only worsen America's increasingly shaky relations with Moscow.

Republicans and Democrats are trying to tie the easing of the so-called Jackson-Vanik restrictions to a measure imposing sanctions against Russian officials linked to human rights abuses. That would infuriate Russia and would be the latest hitch in what administration officials consider a major foreign policy success: improved relations with Russia after a sharp downturn during the Bush administration. They call it the "reset."

Obama administration officials are trying to keep the rights and trade measures apart. They are concerned about retaliation and do not want to aggravate relations further. Tensions have been growing over issues like missile defense and the international response to uprisings in Libya and Syria. But the U.S. still hopes for a degree of cooperation with Russia on other matters, such as stopping Iran's nuclear program.

"We want to deal with trade issues in one sphere and democracy issues and human rights in another sphere," said Michael McFaul, the U.S. ambassador to Russia.

The administration first wants to deal with trade. It has powerful allies in the U.S. business community supporting the repeal of Jackson-Vanik, including the U.S. Chamber of Commerce, which calls the repeal its top trade priority this year. Russia soon will get more opportunities for international trade when it joins the World Trade Organization. If the U.S. doesn't repeal Jackson-Vanik, American companies could be at a competitive disadvantage.

But it's a delicate matter in an election year. Republicans are reluctant to offer Obama any perceived victory by unconditionally repealing the restrictions. And President Barack Obama doesn't want to appear too critical of the rights measure, which has support from both parties. His likely Republican opponent, Mitt Romney, has attacked Obama for signing a major nuclear arms treaty with Russia.

Obama's handling of relations with Russia became a bigger political issue Monday after he told outgoing Russian President Dmitry Medvedev that he would have more flexibility to deal with the contentious issue of missile defense after the November election. Obama apparently did not realize he was being recorded.

Republicans seized on the remarks, demanding an explanation. And on Tuesday, Obama denied having a hidden agenda. "I want to reduce our nuclear stockpiles. And one of the barriers to doing that is building trust and cooperation around missile defense issues," he said.

Jackson-Vanik has long been a thorn in US-Russian relations. It was introduced in 1974 to pressure the Soviet Union to allow Jews to emigrate. Named after its congressional sponsors, Jackson-Vanik denies normal trading relations with communist countries that restrict emigration or punish those trying to leave the country.

Russia calls it anachronistic, even though the legislation has had little practical effect since 1994, when the United States began waiving its application. Still, previous calls to repeal it have found little traction among lawmakers critical of Russia's human rights record.

Those rights concerns prompted two Democrats, Rep. James McGovern of Massachusetts and Sen. Ben Cardin of Maryland, to propose the Magnitsky bill, which would make it difficult for Russians suspected of abuses from doing business, including using credit cards, outside their country. It also calls for publicly identifying Russians tied to abuses, a significant escalation that the administration worries could rile relations. The measure also is backed by prominent Republicans, including Sen. John McCain.

The bill was named for lawyer Sergey Magnitsky, who died in a Russian jail in 2009, when the pancreatitis he developed was left untreated. Proponents of the bill say the death and allegations of torture highlight corruption in Russia's judicial system.

Prospects were uncertain for getting the measure passed as a stand-alone bill. But with the administration and business groups pushing hard to get Jackson-Vanik repealed, senators saw an opportunity to boost its prospects by tying together the two measures, underscoring the link between trade with Russia and human rights.

The administration tried to defuse the issue last year by issuing travel bans on 60 unnamed Russian officials believed to be responsible for Magnitsky's imprisonment, torture and death. Russia later responded by saying it had banned unnamed U.S. officials it claims were involved in abuses related to U.S. counterterror policies.

If Congress insists on linking the two bills, the administration wants to drop the provision calling for the naming of rights abusers. They argue that such disclosure would be inconsistent with State Department practice and counterproductive, because it would remove the uncertainty that human rights violators already face about whether they are on a U.S. blacklist.

Human rights advocates, though, fear the administration may go too far to avoid upsetting Moscow.

"If the Russian leadership is going to throw U.S.-Russian relations over the side because we are going after Russian officials who engage in gross human rights abuses, then the reset isn't very solid to begin with," says David Kramer, president of the human rights advocacy group Freedom House.
